Host Compliance LLC is a privately held company born in San Francisco, CA. Created through the merger of the industry’s two leading companies (Host Compliance and Bear Cloud Software aka STR Helper), Host Compliance combines the “DNA” and technical acumen of Silicon Valley with STR Helper’s founding team’s decades of combined personal experience from serving as Mayors, City Managers, Tax Collectors and Code Enforcement Officers in communities faced with the challenges created by the rapid rise of the sharing-economy and short-term vacation rentals.

Ulrik Binzer (Founder & CEO)

Ulrik Binzer is the Founder and CEO of Host Compliance LLC and got the idea to found Host Compliance when he was serving on a committee appointed by his local town council to study possible ways to regulate short-term rentals in the local community. In preparation for his work on the committee, Ulrik spent countless hours researching how other municipalities had approached the regulation of short-term rentals, and it became evident that enforcing the regulations and collecting the appropriate taxes without the support of sophisticated technology was virtually impossible. As a result Ulrik set out to build those tools and make them available to municipalities of all sizes at a fraction of the cost of what it would cost them to build and run such technology internally. 

Prior to founding Host Compliance, Ulrik served as Chief Operating Officer of Work4 Labs - an 80 person Venture Capital backed technology company with offices in Silicon Valley and Europe, and Soligent Distribution LLC - the largest distributor of solar equipment to local governments and businesses in the Americas. 

Prior to assuming executive management roles in operating companies, Ulrik served as Vice President of the private equity firm Golden Gate Capital, as a strategy consultant at McKinsey & Company and as an Officer in the Danish Army where he commanded a 42-person Platoon and graduated first in his class from the Danish Army’s Lieutenant School.

Ulrik received his M.B.A. from Harvard Business School where he was as a Baker Scholar (top 5% of his class) and earned his Bachelor of Science degree in International Business from Copenhagen Business School and New York University.

David Marcus (Co-founder and Chief Technology Officer/Chief Data Scientist)

David is Host Compliance's technical Co-founder and a Caltech Applied and Computational Math graduate specialized in geospatial data science and information management. He has more than a dozen years of experience building well-architected, scalable software.

Prior to Host Compliance, David founded Routefriend.com, a web-based application for planning trips on buses and trains, serving 1.5 million monthly users.

David's most recent experience was at DwellAware where he served as the Lead Data Scientist, developing models of risks and costs in the residential real estate sector. Prior to DwellAware, David served in various technical roles at a number of software companies including aboutLife, Urban Mapping, Nielsen Analytic Consulting, American Towns, and Hewitt Associates.

David earned his Bachelor's Degree in Applied & Computational Mathematics at the California Institute of Technology and his Master's Degree in Anthropology at the University of Kent in the UK.

Teresa Y. Ou, JD (General Counsel)

Teresa is a seasoned strategy and operations executive with 15+ years of experience from venture capital backed start-ups, strategic consulting and leading corporate law firms.

At Host Compliance, Teresa is responsible for the firm's strategy development and operations including customer support, legal, finance and HR. Teresa joined Host Compliance as she as a lawyer is passionate about helping communities develop workable regulatory frameworks that simultaneously protects citizens' property rights and the rights of the neighbors.

Teresa is also affiliated with Lyra Health, a high-profile Venture Capital backed start-up in the Healthcare IT space. At Lyra, Teresa was the first employee and has helped build the company to 40 people over the course of only 12 months. 

Prior to Lyra Health, Teresa worked as a Strategy Consultant for 7 years, with 5 of those at McKinsey & Company in San Francisco and New York. As a consultant, Teresa focused primarily on the healthcare, financial services, real-estate and consumer goods industries.

Prior to McKinsey & Co, Teresa worked as a lawyer at Gunderson Dettmer Stough Villeneuve Franklin & Hachigian, LLP, specializing in business law for entrepreneurs, emerging growth companies and venture capitalists.

Teresa earned her law Degree at Harvard Law School and received her undergraduate degree from Harvard University where she graduated Magna Cum Laude with Highest Honors.

Stacy Pobatschnig (Director of Customer Success)

Stacy Pobatschnig is the Director of Customer Success and Implementations at Host Compliance, the country's leading short-term rental monitoring and enforcement platform. Stacy currently manages relationships with almost 300 city and county governments in the US and Canada, helping them manage data analysis, compliance, tax collection, ordinance writing and more. She is an expert at identifying trends and creating innovative solutions, while also sharing with customers other approaches that have worked in similar municipalities. Stacy's background includes almost 20 years of marketing and managing analytics at large international organizations and retailers. She has an MBA from University of New Hampshire and currently lives in Nevada, on Lake Tahoe.

Bob Peterson (Head of STR Helper Customer Success and Migrations)

Bob has worked in the software industry for over 25 years, starting at WordPerfect/Corel as a support tech making his way up to Vice President of Software Development for Bank of America. Along the way he received a Masters of Public Administration and after retiring from the software industry, decided to dedicate himself to public service as Code Enforcement Officer and later City Manager of Garden City, UT. As he worked to apply his tech experience to local government, he found himself once again entering the software industry as he co-founded and helped developed what later became STR Helper which merged with Host Compliance in early 2019.

John Spuhler (Strategic Account Executive)

John started his career selling computer and networking systems, the first Windows operating system in the late 1980's, out of his home office in the suburbs of Denver Colorado. His business grew rapidly and so did his interest in the explosive demand for internet bandwidth. In 1999 he founded @Lightspeed/Fortrust Data Center in downtown Denver, Colorado. The seventy-million-dollar project was acquired by Iron Mountain and has boasted 100% uptime since its founding. In 2004 John became the Vice President of operations for One Connect IP working on delivering cloud computing services including voice IP, data backup services, and content delivery over broadband to over 25,000 individual customers and to several hundred organizations throughout the rocky mountain west. In 2007 John and his wife decided to follow their dream and move permanently to their second home on the beautiful shores of Bear Lake, in Garden City Utah. In 2010 John became the mayor of Garden City and served until January 2018. He has also served on numerous boards including past chairman of the Bear River Association of Governments. While serving as two-term Mayor John helped drive the construction of the new Garden City Park and played an instrumental role in implementing an improved process for land development including the adoption of new infrastructure standards for water systems, roads and financial standards. While serving as Mayor, John also implemented a system to manage the City’s short-term vacation rental ordinances which later became the basis for STR Helper which he co-founded in 2015.

Kenny Jacobson (Head of STR Helper Platform Technology)

With nearly 20 years of professional programming experience, Kenny began programming at age 11 on his elementary school’s brand new TRS-80 :-). Since graduating from Brigham Young University with a Masters degree, Kenny has worked on projects ranging from mom and pop home businesses to various Fortune 500 companies including Allergan. He’s worked with business in such areas as pharmaceuticals, low to high-tech manufacturing, franchising, and government. In his free time, he is a songwriter/musician and an avid woodturner. Kenny is the technical co-founder of Bear Cloud Software which developed the STR Helper platform that was merged into Host Compliance in 2019.

Lucas Culbertson (Director or Software Engineering)

Lucas leads Host Compliance’s engineering team and ensures that Host Compliance always delivers a modern, high-quality software product. After starting his career in a traditional desktop GIS world, Lucas’ skills have rapidly evolved to meet the ever-changing demand for geospatial experts with a focus on software engineering principles. His 9+ years of hands-on experience lies in both the agile, nimble, tech start-up world to the realm of DoD contract work where security and integration are paramount. Prior to Host Compliance, Lucas served in various technical leadership roles at Sirius XM, Automatic, and Urban Mapping. Lucas started his career as a GIS specialist for Bowhead Science and Technology, working with federal customers, and a GIS analyst for Spatial Data Research, specializing in municipal and country data. Lucas earned his Bachelor of Science in Geographical Information & Analysis from the University of Kansas.

Johannah Richards (Director of Customer Migrations and Programs)

Johannah has over 15 years of municipal government and resort management experience. As Tax and Licensing Administrator for the Town of Vail, she was responsible for the regulation and collection of $24M in yearly sales tax revenue and the creation and implementation of the short-term rental program including the enforcement of 2400+ short-term rentals located within the town.Prior to working for the Town of Vail, she was the Operations Manager for the City of Aspen’s Community Development Department. While working in a department that was processing over $250,000 of construction valuation per hour, her focus was on business process analysis and improvements to evaluate the efficiency and effectiveness of the land use and building permitting processes that were in place.She is a former board member, leadership coach, and an advisory committee member for Collaborative Solutions and The Roaring Fork Center for Community Leadership in Aspen, Colorado. She has extensive experience working with governments and communities, focusing on civic leadership, leading change, and collaborative decision making.

Johannah lives outside of Vail, Colorado and spends the majority of her free time rafting and fly fishing the rivers of Colorado, Montana, Wyoming, and Idaho.


David W. Richmond (CEO of Comcate Inc.)

David is a seasoned executive and investor focused on growing local government technology businesses.  Dave joined Comcate Inc. in 2003. As CEO he oversees all functional areas including development, sales, and operations and has been involved in the implementation of SaaS CRM, Code Enforcement, Permitting and GIS solutions in hundreds of cities across the country. 

Previously, Dave worked as an Entrepreneur in Residence at Altos Ventures, a Silicon Valley based venture capital firm with $150M under management.  At the firm Dave worked with a number of portfolio companies and performed due diligence on investment opportunities.

Prior to joining Altos Ventures, Dave was the Chairman and President of Hearing Science, a company he co-founded in 1996, and grew to 90 employees. From 1990-1996, Dave worked as a strategic and financial consultant on project teams with the consulting firm of Coopers & Lybrand and the private equity firm Sverica International.  He provided strategic, M&A and operations consulting services in the public sector, among other industries, where he worked with various local governments.  

Dave received his B.A. degree from University of California, Berkeley with an emphasis in economics and political science. Dave serves as a director or advisor to a number of for-profit and non-profit companies.

Paw Andersen (Head of Business Infrastructure Services at Uber Technologies)

Paw is a results-driven technology executive and entrepreneur with proven track record of running large operations and engineering teams within e-commerce, product and professional services organizations in multiple continents. Paw is known for both his strong and in-depth technology knowledge of software and enterprise solutions,  and his business acumen developed over more than 20 years in the tech industry in the US and Europe. 

When not advising Host Compliance, Paw serves as Head of Business Infrastructure Services at Uber Technologies,  which develops, markets and operates the Uber mobile app, which allows consumers with smartphones to submit a trip request and get a ride with the press of a button. At Uber, Paw is responsible for rapidly scaling the company's platforms for payments, web services and business API’s and oversees more 300 engineers. Prior to Uber, Paw served as VP Engineering at Groupon where he was responsible for building Groupon's consumer experiences of search/Browse deals, gifting, redemption, restaurant booking, social and reviews.

Before joining Groupon, Paw worked at various technology companies in Silicon Valley, London and Scandinavia.

Paw earned his M.Sc. in Geoinfomatic from Aalborg University and his Executive MBA from London Business School.

James S. Olin (CEO of C2G Advisors LLC)

Jim has been a leader in the vacation rental, and resort real estate and development industries since the 1980’s and is currently CEO of C2G Advisors LLC, a strategic consulting firm specializing in all facets of the hospitality industry, with special emphasis on vacation rental and resort activities. 

Previously, Jim managed the merger of three of Northwest Florida’s leading privately owned resort development, resort management and real estate sales companies into The Sterling Companies LLC, a powerful regional company servicing more than 1500 rental units. Prior to Sterling, Jim served as President and CEO of ResortQuest International (NYSE: RZT), the world’s largest vacation rental property management and resort real estate firm. Under his leadership at ResortQuest, Olin guided the network of more than 20,000 vacation rental properties, valued at over $7 billion.

Jim is a licensed real estate broker in Florida, Alabama, Mississippi and Tennessee, and has been appointed to numerous State level committees and task forces by previous Florida Governors and Secretaries of Commerce. In addition Jim serves as a Fellow with the Royal Institute of Chartered Surveyors.


Stéphane Le Viet (Co-Founder and CEO of Work4 and Multiposting) 

Having co-founded 4 successful technology businesses and taught at London School of Economics and Science Po in Paris, France, Stéphane brings over ten years of technology and general management experience to Host Compliance.

Besides his involvement with the company,  Stéphane serves as CEO of Work4 a San Francisco-based software company that develops recruitment applications, allowing businesses to find, engage, and hire candidates through social media. 

Prior to co-founding Work4, Stéphane co-founded MultiPosting, Europe's leading job posting technology software company, which was sold to SAP in 2015.

Early in his career at Stéphane gained valuable experiences at Hellman & Friedman and McKinsey & Company.

Stéphane earned his MA in Applied Mathematics from Harvard University and his BS/MS in Electrical Engineering from Ecole Polytechnique in Paris.

Alastair Mitchell (Co-founder, President and Chief Marketing Officer of Huddle) 

Alastair Mitchell is a serial technology entrepreneur and the co-founder and President of Huddle, a global cloud-based enterprise collaboration software company with offices in San Francisco, New York, Washington D.C. and London. Since setting up the company in 2006, Alastair has grown Huddle to around 170 people, raised $86 million in funding and seen sales double year on year. As such Alastair brings significant SaaS technology experience to Host Compliance.

Prior to founding Huddle, Alastair worked at Dunnhumby, a data analytics company that was sold to the UK based supermarket giant Tesco in 20o6.  While at Dunnhumby, Alastair led the development of its web-based marketing intelligence product from zero to $60 million sales within four years. He joined the board in 2005 after he was promoted to head up a 300 person global team.

Alastair graduated from Southampton University with an Mechanical Engineering in Naval Architecture.
